Implement the instructions of the Provincial Party Committee and the Provincial Government on focusing on high-quality development as the primary task, fully implement the new development concept, actively serve and integrate into the new development pattern, accelerate the construction of an innovative Zhejiang, develop new productive forces in accordance with local conditions, promote the "dual innovation" work of "innovation to increase momentum and entrepreneurship to promote employment", drive the accelerated development of new productive forces, and stimulate new vitality in "dual innovation". VI. Competition System Arrangement
(I) Schedule Design
Adhering to the purpose of "openness, connection, collaboration, and empowerment", the competition will establish a fair, just, and scientific selection mechanism, evaluation mechanism, and cultivation mechanism to identify a number of high-quality projects with good growth potential and strong demonstration significance. The annual schedule includes project collection, project review and classification, sub-competition finals, and global finals.

Division and Competition System Planning
Set up three major divisions: the provincial division (cross-border e-commerce division, supply chain division, rural e-commerce division), domestic division (Beijing-Tianjin-Hebei division, Guangdong-Hong Kong-Macau division, southwest division), and overseas division (Americas division, Europe division, Asia division), totaling 9 sub-divisions (specific events will be adjusted according to actual conditions). The competition forms mainly include evaluation, online roadshows, on-site roadshows, and defense.
(1) Provincial Division
It is planned to collect about 400 projects. Municipal commerce authorities will take the lead in organizing, implementing project collection and application, event organization, funding guarantee, etc. After cities organize the selection of excellent projects, they will uniformly report to the competition organizing committee, which will review the project participation conditions. After passing the review, projects will be allocated according to the three sub-divisions: cross-border e-commerce division, supply chain division, and rural e-commerce division.
Among them, the cross-border e-commerce division, supply chain division, and rural e-commerce division will each select about 24 projects to enter the re-evaluation, and 12 projects to advance to the division finals. Guests such as leaders at all levels, well-known domestic and foreign investors, senior executives of Internet and e-commerce representative enterprises, and entrepreneurship mentors will be invited to present awards to winning projects and other awardees during the award ceremony.

Supporting Activities
Organize investment institutions, venture capital service institutions, e-commerce parks, incubators, and service enterprises to build docking platforms, incubation platforms, and community platforms for the growth of participating projects, and carry out various supporting activities such as docking meetings and research to efficiently link resources for competition participants.
(II) Participation Conditions
- Participating projects shall comply with the policy orientation of national and provincial digital economy development, have legal intellectual property rights, and be free of property rights disputes.
- Participating projects are digital economy entrepreneurship and innovation projects focusing on e-commerce and the Internet, with innovative capabilities and high growth potential.
- Participating projects need to form a complete entrepreneurial team or complete company registration.
- Participating enterprises are required to operate in a standardized manner, have a good social reputation, and have no bad records.
- In principle, the same participating project shall not register for the competition repeatedly within 3 years.
(III) Registration
Eligible entrepreneurial enterprises or teams must register with the organizing committee within the specified time (registration channel will be notified separately), submit complete registration materials as required, and be responsible for the accuracy and authenticity of the filled-in information. The organizing committee will review the registration materials and confirm the participation qualification for projects with complete materials and meeting the participation conditions.
(IV) Project Review
Projects in the provincial division will be collected, initially screened, and their participation qualifications preliminarily reviewed by municipal commerce authorities (or sub-division organizing committees), and then reported to the competition organizing committee for approval; projects in other divisions will be reviewed and confirmed by the competition organizing committee. Projects participating in the global finals will be reviewed and confirmed by the competition organizing committee together with the expert advisory committee. The review results will be publicly announced on the official channel (https://www.zjpepc.com/) for social supervision.
(V) Award Setting for Global Finals
- First Prize: 2 projects, with a prize of 30,000 yuan each;
- Second Prize: 4 projects, with a prize of 20,000 yuan each;
- Third Prize: 6 projects, with a prize of 10,000 yuan each;
- Merit Award: Several, with certificates issued;
- "Zhijiang Maker" Digital Foreign Trade Talent Award: 3, with certificates and trophies issued; other awards will be set according to the characteristics of this year's competition as appropriate.

(VI) Application for Division Undertaking
Applications for undertaking each division of this competition are open. Localities can apply independently according to their actual work conditions. The undertaker of each division is responsible for the organization, implementation, personnel, logistics, and funding guarantee of the division.

Provide participating projects with full-chain resource docking services such as competition guidance, business exchange, incubation and landing, talent training, and market docking.
(IV) High-Quality Capital Docking Service
Connect with provincial and municipal venture capital institutions, capital companies, project incubator parks, etc., to provide high-quality services in terms of funds and resources for participating projects.
(V) Accurate Docking with Government and Industrial Parks
Cooperate with local relevant departments to carry out e-commerce recruitment work, help connect and introduce innovative industries, and promote participating projects to enjoy relevant policies of provincial e-commerce parks, economic development zones, industrial new cities, etc.

Promote excellent enterprises to "go global" for global investment and foreign cooperation, and provide platforms and opportunities for enterprises' international development through the overseas network of the business system and efficient activity carriers.

Establish social networks for various participating projects, invite them to participate in large-scale official activities, connect with e-commerce service providers, provincial and municipal universities and research institutions, Internet giants, well-known innovation service and fund companies, and other competition partners, providing multi-channel guidance and resource support for participating projects to help them grow rapidly.
(VIII) Inclusion in the Competition Project Database
Participating projects approved by the competition organizing committee will be included in the competition project database and connected with relevant "dual innovation" policies of provincial host units.

All units are requested to earnestly do a good job in the guidance and planning of the competition. Regions intending to apply for undertaking divisions should start formulating work plans according to their actual work, ensure personnel, logistics, and funding, carefully plan publicity, widely mobilize enterprises and entrepreneurial teams to participate, and solidly promote various competition work to ensure the orderly progress of the competition.
